American Agricultural Producers Claim Trump's $12bn Assistance Program Is Insufficient to Undo Trade War Damage

Despite a promised $12 billion assistance program, a great number of US agricultural producers contend the assistance is not enough to avert a wave of expected farm bankruptcies this year.

Growing Fiscal Strain for Row-Crop Growers

Row-crop producers, especially soybean growers, have been disproportionately hit by international tensions caused by the administration's trade policies. China, which purchased more than 50% of US soybean shipments last year, slashed buying amid the dispute.

But, agricultural economists point out that the lump-sum payments do little to alleviate long-term fiscal problems. Elevated costs for seed and fertilizer and weak market prices have burdened producers for multiple seasons. According to industry analysts, US row-crop producers have suffered tens of billions in losses prior to any aid is factored in.

"This assistance that supplies about $50 an acre will not save the thousands of independent farms that will go bankrupt before the end of the calendar year," stated one regional farm bureau official.

Expanding Industry Impact

The fiscal stress goes past the fields. Leading agricultural equipment makers have also projected significant financial hits due to the trade environment. This constitutes the latest time in the past several administrations that large-scale government assistance has been deployed to the agricultural sector during trade-related turmoil.

Meanwhile, farm lending conditions have deteriorated, per Federal Reserve analysis. Reduced producer revenue has reduced cash flow and increased the need for operating loans as producers prepare for the upcoming growing season.

Difficult Decisions for the Spring Planting Season

Looking at grim market forecasts, many farmers are making crop choices based on reducing red ink rather than achieving profitability. Often, this involves opting for crops like soya beans, which are less expensive to grow and demand fewer inputs, even if international markets is lower.

"It is practically a repeat of the previous season, only with more difficult conditions," explained one experienced producer from Arkansas, whose farm has not been profitable for several years.

Potential Turning Points

Going forward, industry analysts note that the agricultural sector could recover under two critical developments:

  • Renewed Chinese Purchases: A significant increase of agricultural exports by key trading partners.
  • Boosted US Renewable Fuel Production: Proposed regulatory changes that would increase demand for agricultural feedstocks domestically.

Included in the administration's discussed new safety net could be an expansion in biofuels under existing standards. Such a move would create a larger home market for crops.

"Should both things occur, then I think that we could begin to repair the ag economy and move in a favorable trajectory," concluded one lead market analyst.
