Russian forces has escalated strikes on electrical systems over recent weeks, while officials has demanded "substantial measures" from allies to apply pressure on Moscow.
"What's needed is not superficial actions but strong steps - from the United States, European nations and the G7 - in providing air defence systems and enforcing penalties," mentioned in a online statement.
He said that numerous aerial vehicles and more than 30 missiles targeted energy facilities, labeling such attacks as "cynical and calculated" and against "essential services" as the weather cools.
The energy minister said Russia was "launching a major assault" and repair crews were laboring to restore power.
A wave of strikes hit electrical systems and civilian homes in the capital.
Multiple people injured in the strikes on the city have been taken to hospital, as confirmed by city authorities.
Area administrators said the urban area endured intense attacks throughout the evening. A seven-year-old child died and several individuals were injured.
The assaults follow evenings of aerial attacks in the area, parts of which are occupied by Moscow's military.
The entire country is in a state of readiness for hypersonic Kinzhal missile strikes, which are more difficult to detect.
National leaders told the media that Russia was deliberately attempting to destroy the national power system, with assaults already affecting gas facilities.
Officials stated technical personnel and government agencies were anticipating further attacks.
